RODEO (KRON) -- People with breathing problems are advised to stay indoors as they could feel the effects of an incident now underway at the ConocoPhillips Refinery in Rodeo.Randy Sawyer, Contra Costa County's hazardous materials director, said unburned hydrocarbons and hydrogen sulfide were released into the air for about 30 minutes after the equipment problem around 11 a.m. Friday.
